How worth it to out of town fans is driving in for camp days with the current restrictions? Is “zero” player interaction really being enforced?

Sadly, shamefully, the Bucs training camp practices this summer are closed to the general public (for the time being). You either have to be a “select” season ticket holder or part of a group the Bucs invite.
